Bio: Matthew Hartwell is a PhD candidate in International Relations at the �鶹��ý’s School of International Service. He is also a research associate with the Project on Managing the Atom at the Harvard Kennedy School’s Belfer Center and the Center for Security, Innovation, and New Technology at �鶹��ý’s School of International Service. Matthew’s doctoral research examines the role of population protection in �鶹��ý nuclear strategy throughout the Cold War. His broader research interests include deterrence theory, emerging military technology, arms control, and the domestic sources of �鶹��ý foreign policy.
