Bio
Ms. Newcombe is an attorney with the U.S. Department of Justice, Criminal Division in the Office of Overseas Prosecutorial Development, Assistance and Training (OPDAT) where she oversees the Department's legal assistance programs in Eurasia. In this capacity, she deals with a variety of transnational criminal matters, including money laundering, organized crime, corruption and trafficking in persons. Before joining the Justice Department, she managed criminal justice reform projects in Central Europe and the former Soviet Union at the Â鶹´«Ã½ Bar Association's Central and East European Law Initiative (ABA/CEELI). Ms. Newcombe graduated magna cum laude from Amherst College with degrees in Economics and Russian Studies. She received her law degree from the Faculty of Law, McGill University with honors and is licensed to practice in New York and Massachusetts. Ms. Newcombe speaks Russian and has worked extensively throughout Eastern Europe and the former Soviet Union working with governments and members of the legal profession on justice sector reform. She is also the author of several articles on criminal law and Russian criminal procedure.
